Summary:

 

Senior Financial Analyst to join our team to support the United States Army Medical Material Development Activity (USAMMDA) located at Ft Detrick, MD. USAMMDA is responsible for developing medical products such as drugs, vaccines, devices, and medical support equipment. USAMMDA preserves and protects the lives of warfighters by developing medical products to ensure readiness and the highest quality of medical care for DOD personnel. This position is based at Ft. Detrick in Frederick, Maryland.

 

Responsibilities

Essential Job Functions:


 



  • Support product managers in budgetary and financial functions associated purchase and procurement of goods/services

  • Support all aspects of the Planning, Programming, Budgeting, and Execution System (PPBES) to include but not limited to: Program Objective Memorandum (POM), Program Decision Memoranda, Program Budget Decisions, Future Years Defense Program, and Budget Estimate Submission, Execution Reviews, Fiscal Year Budget Planning

  • Utilize General Fund Enterprise Business System (GFEBS) to initiate purchase requisitions, execute monthly financial reports for obligations and disbursement rates, and query multiple reports

  • Prepare contract packages to support timely awards and facilitate the acquisition process, as needed, to ensure contracts and agreements operate smoothly

  • Analyze and provide reports on programmatic planning and execution data, provide periodic updates to financial plans inclusive of planned release schedules, current fiscal year activity, and prepare reports that will be used to brief senior leadership

  • Recommend methods for effective and efficient use of funding in the budget and planning years and analyze obligation and disbursement rates against budget. As budgetary financial challenges arise, seek resolution approaches to resolve and ensure funding is utilized appropriately.

  • Prepare contract packages to support timely awards and facilitate the acquisition process, as needed, to ensure contracts and agreements operate smoothly

  • Can handle demanding situations with clarity, focus and professionalism, and to respond quickly to quick turnaround taskers

  • Participate in special projects as required

  • Responsible for various financial functions such as budgeting, auditing, forecasting and analysis. 

  • Create, maintain, and update financial databases and spreadsheets, and generates various financial reports as required. 

  • Analyze assigned contracts projected staff hours, contract totals, revenues, and profit totals.

  • Make recommendations to management to improve the financial performance of the organization.

  • Develop budgets for assigned contracts and tracks performance through invoices to budgets.

  • Work within SharePoint to update data and maintain records as needed by the customer.

  • Input data and create purchase requisitions within GFEBS.


 


 

Qualifications

Necessary Skills and Knowledge:

  • Working knowledge of financial management systems
  • Prior finance support experience for the DoD or other government agency
  • Understanding of the PPBES system
  • Ability to quickly learn the Government Fund Enterprise Business System (GFEBS)
  • Excellent proficiency with Microsoft Excel
  • Must possess effective communication skills, to include verbal, written and email correspondence, and the ability to work with senior leadership and personnel of higher echelons
  • Strong oral and written communication skills
  • Excellent organizational skills with the ability to coordinate multiple work streams, multi-task, and work well under tight deadlines

Minimum Qualifications:

  • Bachelor’s Degree in Finance, Accounting or a related business discipline, or the equivalent combination of education, professional training, or work experience
  • Minimum five (5) years of related finance, accounting, or business analysis experience
  • Must be a U.S. Citizen and T1 (Public Trust) Clearable
  • Must be able to pass background and drug testing
  • THIS IS A FEDERAL CONTRACT

Preferred Qualifications:

  • Master’s Degree preferred

The salary range for this position is $156,000.00-$183,000.00 Annually.
