Summary:

 

Project Manager to oversee Fort Detrick-based scientific and medical logistics program. This person will be responsible for managing Project execution, including maintaining the Integrated Master Schedule (IMS), Project Plans, Quality Management Plan (QMP) and managing overall project execution and delivery activities, ensuring the required outcomes with respect to schedules, milestones, and deliverables are met. Manage and oversee all activities performed by Goldbelt personnel and subcontractors, to satisfy all program requirements.

 

Responsibilities

Essential Job Functions:

 

  • Manage all aspects of program activity including the performance, cost, and schedule of the project. Organize, plan, and direct all contractor support activities. Formulate and review deliverable items and ensure conformance with all prescribed standards and schedules as set forth in the PWS. Manage the day-to-day activities and is directly responsible for supervision of the personnel assigned to this contract
  • Responsible for the development and maintenance of project performance/status reports. Interface with customer project personnel and key stakeholders on a continuous basis
  • Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, schedules, milestones, deliverables as well as financial and contractual and administrative tasks activities
  • Supervises assigned technical and administrative staff, including subordinate supervisors, and performs personnel actions including hiring and performance evaluation
  • Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems
  • Develops key trusted advisor relationships with customers for which they are the point of contact
  • Assures quality of products, services, and deliverables, including participating in reviews, audits, and milestone events
  • Will assist in financial management services, including financial analysis, budget and cost quote preparation, cost management
  • Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and timecards; contract modifications, reporting, expense reports and invoicing/billing.
  • Develops, reviews, and approves plans, schedules, consulting agreements and other program documents
  • Prepares and provides various briefings, reports and technical reviews to senior management as requested and milestone events related to project execution
  • Ensures compliance with relevant corporate and government policies and standards
  • Participates in special projects as required
  • Performs business development activities at all stages, including the preparation and review of technical and cost proposals. Identifies and captures opportunities for organic growth within assigned areas and supports enterprise growth activities
  • Assume the initiative and provide support to Corporate capture management in identifying future requirements; Develop, maintain, and implement a Program Management Plan that guides the performance of all functional activities performed on the Program
  • Manage technical manual products for DOD partners
  • Work with counterpart Leads and Managers to ensure needs of the program are understood and performance on assigned projects is properly reported
  • Implementing new tools and processes to streamline processes for better ROI
  • Direct and ensure the development and delivery of high-quality documentation products and services to technical, business, program, project, and customers across Goldbelt
  • Hire, retain, train, and oversee a diverse, highly qualified staff of professional technical writers/editors, graphic designers, and publishing specialists
  • Analyze and develop solutions to improve current processes and ensure others are aware of and adhere to procedures
  • Provide leadership in helping to develop and implement the next generation in people, processes, tools, and technologies

 

 

Qualifications

Necessary Skills and Knowledge:

  • Strong oral and written communication skills
  • Experience managing projects with an aggregate annual value of over $40M
  • Excellent organizational skills with the ability to coordinate multiple work streams, multi-task, and work well under tight deadlines
  • Strong interpersonal skills and proven experience in building successful partnerships with business and technical groups
  • Self-starter with ability to perform and lead work independently
  • Structured problem solving
  • Excellent verbal and written communication skills
  • Ability to use multiple communication methods (written/visual) to work with all levels of staff
  • Ability to interact effectively with a variety of contacts/relationships, including senior-level managers 

Minimum Qualifications:

  • Bachelor’s Degree or equivalent experience
  • Minimum ten (10) or more years managing scientific and medical logistics programs
  • Active PMP certification

Preferred Qualifications:

  • DAU Acquisition required (or able to obtain within 3 months)
  • Certifications: DAU Acquisition and Lean Six Sigma

The salary range for this position is $144,000.00-$173,000.00 Annually.
