Summary:

The Chemical, Biological, Radiological, and Nuclear (CBRN) Analyst (Senior)/Liaison Officer will support services for Maneuver Support Center of Excellence (MSCoE) to execute its mission to analyze, provide recommendations, and develop course(s) of action (COA) to allow the government to integrate Counter-Improvised Explosive Device (C-IED) and Explosive Hazard (EH) considerations across the Warfighting Functions (WfF) (including protection), supporting the Army of 2035.

Responsibilities

Essential Job Functions:

  • Developing and completing Joint Staff Action Packages (JSAPs) to accomplish tasks
  • Chemical/Biological (CB) requirements development: overseeing Analyses of Alternatives (AoAs), developing requirements documents in coordination with the service or combatant command (CCMD) representatives, organizing and conducting (at least quarterly) an Integrated Concept Team (ICT) meeting with all relevant stakeholders (and draft and provide minutes), and developing Joint operational requirements by drafting, staffing, and adjudicating requirements documents prior to entering them into Knowledge Management/Decision Support (KM/DS)
  • Serving as the Liaison Officer to the Joint Staff J-7’s Joint and Coalition Warfighting Center at Suffolk, VA, and thus: independently operating as the Joint Requirements Office (JRO) CBRN Defense (CBRND) representative at their assigned command/staff element by representing its CBRND and Countering Weapons of Mass Destruction (CWMD) requirements to the Defense-wide Chemical and Biological Defense Program (CBDP), the Joint Staff, and the Services; and representing the needs and concerns of their assigned command/staff element to the JRO.

Qualifications

Necessary Skills and Knowledge:

  • Must be fully conversant with JCIDS, demonstrate understanding of the Joint Strategic Planning System (JSPS), and have knowledge of JSAP-Next
  • Proficient with Microsoft Office suite
  • Excellent time and communication skills

Minimum Qualifications:

  • A relevant Bachelor’s degree is required
  • A relevant combination of the above education, skills, and experience
  • At least 15 years’ relevant technical area experience (comparable to a retired O5/CWO5 or above or a former GS-14 or above)
  • At least 10 years’ experience in Joint and/or Service requirements development
  • At least five years’ experience on the Joint, OSD, a CCMD, and/or a Service staff
  • At least 10 years’ experience in developing doctrine and training/education products preferred
  • Ability to successfully pass a background check
  • Must possess a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility, plus training and access to Alternate Compensatory Control Measures (ACCM) to coordinate exercises where the supported CCMD has implemented ACCM for exercise subject matter or specific exercises
  • U.S. Citizen

Preferred Qualifications:

  • Master's degree in any field
  • Experience with military websites
