Summary:

Goldbelt Falcon is looking for a Site Manager for our Columbus AFB, MS location. The Site Manager is responsible for performing functional duties IAW TO 00-20-14, AFMAN 21-113, AFI 21-101, AFEC PMEL contract and Performance Work Statement, corporate Quality Management System (QMS), and all applicable corporate policies and procedures. Overall responsible for the daily performance of work performed at the site under the contract

 

Responsibilities

Essential Job Functions:

 

  • Provides oversight for all onsite personnel and is responsible for and has authority to direct and control Precision Measurement Equipment Laboratory (PMEL) technical aspects of operations, production efficiencies, and training management.
  • Establishes site technical/administrative directives, policies & procedures for functional operations, including adherence to the QMS Plans; organizes, administers, manages/controls PMEL technical issues.
  • Participate in risk analysis and control risk and determine and implement any corresponding mitigating action.
  • Performs duties as assigned by the Program Management Office (PMO); directs and assists PMEL Technicians and Quality Assurance (QA) to oversee equipment production to meet Turn-around Time (TAT) and prioritize workload; oversees safety and security practices.
  • Management/Technical liaison for contract-related issues utilizing PWS, TO 00-20-14 and QMS.
  • Interface with customers, Technicians, and QA to report/resolve calibration/maintenance support issues and limitations.
  • Review RCAs, Baseline Calibration List, Inventories, Preventive Maintenance Inspections, Safety Program, Training, and lateral Support for the PMEL Schedule and conduct Trend Analysis. Interface with PMO to continuously improve laboratory operational effectiveness.
  • Performs and administers Internal Audits as necessary.
  • Reviews and delivers Reimbursable reports.
  • Establishing daily and long-range plans for various projects and work operations.
  • Advising management on, and coordinating training programs and requirements, manpower and personnel, facility, and budget requirements. Safety, quality control, and assurance programs. Reimbursement procedures, Equipment scheduling, production, and material control.
  • Submitting maintenance data, and support equipment management.

 

Qualifications

Necessary Skills and Knowledge:

 

  • Basic knowledge of electrical components, electronics, electromechanical, mechanical, physics, optics, flow theory, force application and safety, and thermal principles as they apply to metrology practices.
  • Possess a full range of knowledge associated with the mission requirements of PMEL customers and technical requirements.
  • Good organizational skills, with the ability to establish priorities.
  • Excellent communication skills, both verbal and written.
  • Sufficient knowledge to understand, communicate, and manage the terms of the contract.
  • Sufficient experience to successfully manage and administer business and technical obligations of this contract.
  • All employees shall be able to read, write, speak, and understand English.
  • Knowledge of electronic and physical/dimensional principles; troubleshooting techniques, calibration traceability, metrology techniques, and Air Force PMEL laboratory practices, policies, and procedures.
  • Must be available on-site at the PMEL during normal duty hours.
  • Proven record of honesty and integrity in all relationships.

 

Minimum Qualifications:

  • Completion of high school or General Educational Development equivalency is mandatory for all employees.
  • Bachelor's degree or equivalent experience is required.
  • Minimum of seven (7) years’ experience in relevant field
  • Experience with maintenance data collection systems, supply, transportation, and electronic mail is required.
  • Experience in planning, directing, and supervising employees in functions such as inspecting, troubleshooting, repairing, modifying, overhauling, aligning, and calibrating (automatic and manual calibration) complex and intricate TMDE and laboratory measurement standards. Experience in developing policies, instructions, procedures, and operational guidance for effective PMEL operations.
  • Will be required to obtain a Public Trust clearance for system access

 

Preferred Qualifications:

  • Experience with DoD Programs related to PMEL management preferred.

 Compensation for this position will be $85,000.00-$95,000.00 annually
