Summary:

We are seeking an experienced J1 Policy & Strategy Specialist. The J1 Strategy and Policy Directorate (NG-J1-SP) at the National Guard Bureau (NGB) has the responsibility to provide expert policy and strategy advice to the Director of Manpower and Personnel, National Guard Bureau. NGB-J1 plays a key role in preparing CNGB for DoD Governance Meetings and accomplishes a broad range of strategy and policy related tasks from various internal and external sources. Based on these requirements, NGB-J1 also plays a key role in implementation management of personnel, strategy, and policy documents across the NGB. The position is located in Arlington, VA.

Responsibilities

Essential Job Functions:

 

  • Develop analytical tools supporting policy review and analysis, including techniques, processes, procedures, and spreadsheets.
  • Research, develop, coordinate policy and strategy products including overlap with inputs of other NGB and DoD entities where multiple objectives and stakeholders are involved.
  • Serve as the action officer coordinating strategic personnel actions affecting National Guard policy and advisor to NGB-J1 Chief of Strategy and Policy.
  • Execute personnel initiatives to improve coordination between DoD, OSD, Office of the CNGB, J-Directorates, and Components.
  • Specialize in personnel accountability, managing PERSTATs, briefing J1 leadership on problematic trends, and recommending solutions that enhance National Guard capabilities.
  • Prepare multiple reports for NGB-J1 leadership, monitor and control all personnel accountability systems designed for and used to ensure accurate accountability.
  • Monitor, analyze, report, and process all tasks related to military strength management and accountability within the organization.
  • Participate in the development of analytical tools supporting policy review and analysis, including techniques, processes, procedures, checklists, and spreadsheets.
  • Facilitate NGB-J1 implementation of all CNGB issuances pertaining to the issuances program, and CNGB responsibilities, to include drafting and providing policy and data analysis, conduct research and literature reviews related to personnel policy, military personnel functions and systems and recommend input
  • Attend policy development working group meetings of other NGB organizations.
  • Review draft non-issuance documents for compliance with DoD and CNGB policy for all National Guard personnel matters and tasks referred by OSD Personnel and Readiness, OSD/Reserve Integration, Department of the Army, and Air Force.

Qualifications

Necessary Skills and Knowledge:

  • Policy & Law knowledge, particularly pertaining to current laws, NGB laws, and OSD Laws.
  • Familiar with The Joint Information Exchange Environment (JIEE), Army Disaster Personnel Accountability and Assessment System (ADPAAS), Task Management Tool (TMT), and milSuite.
  • Current or recent knowledge of DoD personnel, emergency/disaster response, and defense support to civil authorities’ policies and regulations, particularly in the areas of joint domestic operations and homeland defense.
  • Applicants must be proficient in the use of the entire Microsoft Office Suite, to include Outlook, Excel, Word, PowerPoint, and Access.
  • Documented experience in DOMOPS activities/experience or transferable skills.
  • Excellent oral and written communication, presentation, and collaboration skills.

Minimum Qualifications:

  • Must have at least a bachelor’s degree.
  • Minimum of eight (8) years' experience in manpower and personnel and/or policy management. 
  • Favorable background check, with current DoD security clearance at the Secret level or higher (mandatory).
  • Completed or be able to complete training and approval process to gain and maintain access to the NGCC and the Secret-classified Secret Internet Protocol Router (SIPR) system.

Preferred Qualification:

  • Master’s degree preferred.
  • Fundamental working knowledge of Defense Manpower Data Center (DMDC)
  • Completion within six months of employment of FEMA level IS-75, IS-100, IS200, S-700, IS-800, IS-908. Dated completion certificates are required within six months of employment
  • Familiarity and good working knowledge of the following systems:
    • Joint Information Exchange Environment (JIEE)
    • Army Disaster Personnel Accountability and Assessment System (ADPAAS) OR the Air Force Personnel Accountability and Assessment System (AFPAAS).
    • Task Management Tool (TMT)
    • Joint Doctrine Development Tool (JDDT)
