Summary:

GPS seeks an Evaluator with strong quantitative skills to support the Division of STD Prevention (DSTDP) at the Centers for Disease Control and Prevention.  This position shall support CDC Division staff with the planning activities and quantitative analysis related to the full implementation of initiatives including developing project evaluation framework plans, and indicators to capture performance results and outcomes. This position shall provide technical assistance and oversight to approximately 100 new funding recipients supported with core and supplemental CDC awards.

Responsibilities

Essential Job Functions:

  • Assist with creating a rapid evaluation framework.
  • Analyze data from a master data set using statistical software such as SAS or R.
  • Work with the team to identify, recommend, and develop new evaluation strategies, improve program indicators, and develop monitoring tools to enhance monitoring and evaluation of projects.
  • Identify ways to build the capacity of grantees to collect and use monitoring and evaluation data.
  • Assist with translating strategic information derived from evaluation findings into executive briefs, slide decks, and other data visualization methods.
  • Support CDC staff with the planning activities related to the full implementation of program evaluation, particularly related to quantitative analysis.
  • Develop reports, plans, and timelines for the completion of required tasks.
  • Track progress towards completing required tasks; and keep management apprised of the status of various tasks.
  • Make recommendations to improve the efficiency of the various processes used to manage the programs.
  • Provide administrative support in facilitating multidisciplinary teams working on this program by setting up internal meetings and conference calls.

  • Provide a final progress report of program evaluation activities to the COR for the performance period. The document shall have individual chapters citing specific program accomplishments and information gathered on the various tasks described herein, such as:
    • Highlights from recipients’ interim progress reports and annual progress reports
    • Program components (e.g., different interventions or risk groups).
    • Summaries of each grant program.
    • Specific quantifiable program information (e.g., number of site visits performed, number of review panels held, number of conferences).
    • Needs assessment and formative evaluation data gathered.
    • Evaluation outcomes of various CDC-funded activities.

Qualifications

Necessary Skills and Knowledge:

  • Familiarity with Monitoring & Evaluation concepts, practices, and quantitative, qualitative, and mixed-methods analysis.
  • Experience with statistical software such as SAS or R.
  • Strong critical thinking and analytical skills with proven evaluation data analysis experience related to quantitative and mixed methods evaluation.
  • Knowledge of managing and analyzing datasets using various platforms
  • Excellent written and oral communication skills.
  • Strong attention to detail and self-motivation.
  • Excellent computer skills, including word processing, spreadsheet programs and database management.
  • Proficient knowledge of Microsoft Office Suite.

Minimum Qualifications:

  • Bachelor’s degree in Public Health or related field with at least 4 years of related experience OR a master’s degree in a related field with 2 years of related experience
  • Quantitative analysis skills experience with statistical software, specifically SAS or R
  • Experience with quantitative program evaluation 
  • Ability to successfully pass a background check.

Preferred Qualifications:

  • Prior experience working with the CDC is highly desired to understand the culture and environment.
  • Knowledge and understanding of data analysis and visualization through standard tools. 
  • Familiarity with RedCap, SalesForce or R Shiny and data visualization software.
