Summary:

The Strategic Communications Chief is critical to the successful management operations of the Antiterrorism Assistance Program (ATA). This position provides diverse and complex services in support of internal and external communications and provides professional and extensive research, writing, and project management support in the day-to-day operations of the office. The position requires close and continuous collaboration with counterparts in Bureau of Counterterrorism’s Programs Office (CT/P) and Bureau of Diplomatic Security’s Public Affairs (DSS/PA). The incumbent in coordination with CT/P counterparts, assists in advancing the two Bureaus’ vested interests and brand recognition across the Department, and with external stakeholders to promote ATA’s continued success in performing its national security mission of leading the USG’s enhancement efforts of the counterterrorism law enforcement capabilities of foreign partner nations. This position is assigned to the Diplomatic Security Training Directorate Office of Antiterrorism Assistance (DS/T/ATA) and reports to the ATA Office Director. The position’s work location will be Dunn Loring, VA with situational telework opportunities.

Responsibilities

Essential Job Functions:

  • Serves as the subject matter expert for DS/T/ATA messaging and coordinates with DSS/PA and CT Bureau to ensure appropriate one-voice messaging for the targeted audience.
  • Advises program offices on media issues; develops and implements proactive strategies with coordination and approval of DSS/PA and CT/P, for delivering messaging to target audiences, and produces after action analysis on the impact of those initiatives.
  • Assist DSS/PA in the development and production of all public facing ATA products to include media engagements, media preparation, publications, website materials, social media, etc.
  • Performs regular inquiries, and collects, edits and documents to publication quality ATA program success stories that demonstrate the program’s immediate impact, long-term outcomes, achievement of strategic goals, and overall value to the sponsoring bureau/agency, Congress, and U.S. national security interests.
  • Drafts and edits quality written products to include multi-media presentations, press releases, speeches, talking points, social media and web content, brochures, video scripts, executive memos, briefing checklists, weekly and quarterly success stories, and other submissions as required for ATA’s actual or prospective program clients and Congress on proposals and/or the results of DS/T/ATA developed and delivered programming that they may be funded or has been funded by Congress.
  • Collaborates with CT/P to develop briefings and prepare leadership to present these briefings about the ATA program to officials within the State Department, and various USG Departments/Agencies, Congressional Members, and foreign officials as appropriate.
  • Provides guidance to domestic and overseas personnel on strategies and best practices for collecting high quality usable media content. Coordinates with personnel prior to travel to develop messaging and product development strategy.
  • Responds to taskers that have a media nexus to include journalists’ queries for information or imagery, and proactively conceives of and engages DSS/PA for media on projects to educate and inform audiences and promote the office.
  • Manages special projects and events as needed with leadership overseeing development and implementation.
  • Liaises and coordinates with appropriate public affairs, legal, and legislative affairs offices across the Department of State.
  • Develops Standard Operating Procedures for the performance of the position’s duties.
  • Serves as informational resource to ATA personnel assisting with research on virtually any aspect of the office’s past, current, or future objectives and accomplishments.
  • Perform other duties of a similar nature or level as the mission dictates.

Qualifications

Necessary Skills and Knowledge:

  • Working knowledge on contemporary journalism standards, ethics, and techniques across multiple media platforms.
  • Fluent in multimedia and digital communications platforms and web content management systems as well as publication, editing, and media software packages.
  • Proficient in digital photography, including digital camera operation and editing.
  • Must possess a high level of writing, editing, and proofreading skills.
  • Ability to handle multiple tasks simultaneously, work independently, and perform in a high-pressure fast-paced environment with continuous changing priorities and moving deadlines.

Minimum Qualification:

  • Bachelor’s degree required in applicable field of international relations or strategic communications OR equivalent experience in lieu of degree.
  • Minimum of 5 years’ experience in strategic communications, governmental public affairs and/or media relations; public diplomacy, foreign policy, international law enforcement and/or security experience preferred.
  • Must be a U.S. citizen and possess or be able to obtain a SECRET clearance.
  • Able to travel domestically and internationally as required, often to high-risk locations.

Preferred Qualifications:

  • Master’s degree

 

The annual salary for this position is $153,354.
