Summary:

Goldbelt C6 is currently seeking an experienced Subject Matter Expert (SME) to support the Department of State's Bureau of Population, Refugees, and Migration (PRM) in their Executive Office. This position will provide expert advice and expertise on a particular OAW topic or task that advances the Bureau mission to respond to the OAW crisis, region, remote embassy or embassies, emergency, and on-going humanitarian relief organizations.

Responsibilities

Essential Job Functions:

  • Support Operation Allies Welcome (OAW), a coordinated effort across the federal government to support and resettle vulnerable Afghans, including those who worked on behalf of the United States.
  • Assist, prepare, facilitate, and welcome additional qualifying Afghan evacuees over the coming months and year to the United States through Operation Allies Welcome, providing them with support and assistance as they begin their new lives in America.
  • Afghan evacuees also receive critical vaccinations – including measles, mumps, rubella, etc. Work with intelligence, law enforcement, and counterterrorism professionals from the Departments of Homeland Security, Defense, and State, the
    Federal Bureau of Investigation, the National Counterterrorism Center, and other Intelligence Community partners.
  • Provide expert advice and expertise on a particular OAW topic or task that advances the Bureau mission to respond to the OAW crisis, region, remote embassy or embassies, emergency, and on-going humanitarian relief organizations. Significant
    DoS and foreign service institutional knowledge of the relevant subject matter (OAW).
  • Advises and/or recommends to senior management processes or procedures rooted in industry best practices as subject matter experts.
  • Perform a wide variety of duties related to highly complex analytical processes related to OAW.
  • Perform analyses and prepare results reporting for relevant bureau programs.
  • Confirm and prioritize project plans and deliverables as agreed upon between the staff contractor, Bureau COR and Office/Division supervisor (or Office Director or Deputy Director).

Qualifications

Necessary Skills and Knowledge:

  • Knowledge of the principles and methods applicable to researching, analyzing, writing, editing, and presenting complex statutory or regulatory material and related issue/policy memoranda and interpretations.
  • Knowledge and experience in evaluating and interpreting statutory and regulatory requirements and for determining the consistency of policies, standards, directives, interpretations, etc. related to those requirements.
  • Knowledge and application of statistical data analysis and data management software (e.g., SPSS) Significant education and/or work experience related to statistical and research methodology.
  • Subject Matter Expert in performance measurement, evaluation, surveying, and general use of metrics to track organizational performance, progress and goal attainment.
  • Proficient in database management and complex analyses of quantitative and qualitative data (involving various data sources) and results reporting.
  • Subject Matter Expert in the formulating, writing and implementing reporting mechanisms, policies, processes and procedures.
  • Subject Matter Expert in tracking document flow and clearance processes and distribution of documents to appropriate personnel
  • Subject Matter Expert skills in presenting logical and cogent oral presentations of results of analysis, including facts, issues, regulatory principles and provisions, and policy considerations – for a particular audience or for specific purposes.
  • Subject Matter Expert in program administration, operating procedures, oversight and monitoring. Proficient with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database applications.
  • Excellent organizational skills and multi-tasking abilities.
  • Excellent critical and creative thinking and analytical skills
  • Excellent written and oral communication skills.
  • Ability to work independently, with minimal supervision, and multi-task in a high volume, fast-paced work environment.
  • Ability to also have a flexible, team-oriented approach to work.
  • Ability to build and maintain strong working relationships with colleagues.

Minimum Qualifications:

  • Bachelor’s Degree in field relevant or equivalent experience.
  • Prior Foreign Service Officer or Foreign Affairs Officer experience.
  • Active Secret Clearance

Preferred Qualifications:

  • Subject Matter Expert experience in working for U.S. foreign affairs agencies and/or international organizations.
  • Six (6) years of work experience preferred (can trade out some years for education qualifications).
  • Graduate or post-graduate degree.
  • Foreign language skills.
  • Prior or current Reemployed Annuitant (WAE/REA) status.
  • Active Top Secret Clearance
