Summary:

Goldbelt Apex is seeking a HR Specialist III to join our team providing administrative, technical, and professional support services to DGHP Office of the Director (DGHP OD) staff and supported branches: the Global Public Health Systems Branch (GPHSB), the Global Surveillance, Laboratory, and Data Systems Branch (GSLDSB), the Global Workforce Development Branch (GWDB), the Global Program and Extramural Management Branch (GEM), and the Global Public Health Emergency Preparedness Branch (GPHEPB).

 

The CDC Global Health Center (GHC)/Division of Global Health Protection (DGHP)/Office of the Director (OD) and supported Branches work to build and strengthen public health capacity by enhancing the ability of CDC, the Global Health Center and its public health partners to prepare for, prevent, and respond to infectious diseases, including outbreaks, bioterrorism, and other public health emergencies through cross-cutting and specialized programs, technical expertise, and public health leadership.

Responsibilities

Essential Job Functions:

  • Assist with internal/external advertising for vacant/detail positions for DGHP teams, program, and branches.
  • Assist and collaborate with the Branch Chief or other senior level staff to finalize a Statement of Work (SoW) /Position Description (PD) in order to submit the vacancy or detail announcement to DGHP Management Office for official posting of vacant positions.
  • Assist DGHP Management Office and/or with CDC-HRO in identifying appropriate PDs for job functions across different career series as well as different grade level within each career series. Work with CDC-HRO to appropriately classify new PDs (where needed).
  • Complete Pre-Recruitment Consultation Worksheet, Personnel Actions, Position Description form OF-8, and Job Analysis.
  • Communicate via email or verbally to DGHP Directors and Branch Chief, administrative assistant, and others, as needed, of incoming new staff to ensure appropriate request has been submitted by the branch for office space, laptop assignment, phone assignment etc.
  • Prepare and provide welcome packets for new branch staff; including CDC and DGHP resources that include administrative items.
  • Submit and track actions related to Performance Management Appraisal Program (PMAS).
  • Submit requests for in/Out-processing of employee using People Processing as well as submit Personnel Action Requests (PARS) for branch staff where needed.  
  • Provide assistance with internal/external advertising for vacant/detail positions for DGHP’s global workforce.
  • Assist DGHP leadership in finalizing a Statement of Work (SoW) /Position Description (PD) in order to submit the vacancy or detail announcement to DGHP Management Office for official posting of vacant positions.
  • Assist DGHP Management Office and/or with CDC-HRO in identifying appropriate PDs for job functions across different career series as well as different grade level within each career series. Work with CDC-HRO to appropriately classify new PDs (where needed).

  • Provide assistance to DGHP’s global workforce staff related to onboarding, deployment, transfer, and return to HQ.
  • Inform global workforce staff on proper procedures related to onboarding, deployment, transfer, and return.
  • Provide information to the new hires on the international relocation and deployment procedures, including mandatory training requirements by CDC and/or DGHP.
  • Submit and track actions such as changes of raters and reviewers, related to Performance Management Appraisal Program (PMAS).
  • Submit requests for all DGHP Global Workforce for In/Out-processing of employee using People Processing. 
  • Provide assistance to DGHP for all data requests for global workforce planning request.
  • Work with GHC to submit bi-annual workforce planning plan for the DGHP’s USDH footprint in country offices.
  • Assist country offices or other branch staff in submission of request to CGH for creation of a new or abolishment of a field office positions countries approval forms (NSDD38) for country offices.
  • Maintain records of United States Health Staff tours in country offices. 
  • Process all tour extension/curtailment request for DGHP’s global workforce and maintain those records.   
  • Provide technical assistance to senior branch in researching and providing guidance regarding regulations and policies formulated at the Federal, HHS, and OPDIV, CIO, or Center level that apply to HR management within DGHP. 

Qualifications

Necessary Skills and Knowledge:

 

  • Knowledge of appropriations law and Federal Acquisition Regulations. 
  • Knowledge of CDC’s Human Resources regulation and experience in processing recruiting personnel actions. 
  • Knowledge of Federal Government funding sources, including inter-agency agreement handling requirements. 
  • Proficient in using computer systems and standard software applications (Excel, Power Point, TEAMS, Word, and Outlook) 
  • Knowledge of Federal Government budget process and the Federal accounting structure. 
  • Ability to communicate well in verbal and written forms.   
  • Experience in working with and relating to international peoples and cultures.   
  • Ability to interact and provide assistance to government staff and customers around the world with the utmost courtesy and professionalism. 
  • Ability to manage multiple tasks and changing priorities. 
  • Ability in conducting analyses of technical and administrative functions in an office or telework environment is required. 
  • Ability to learn and become proficient in use of the CDC automated administrative systems. 
  • Critical thinking skills and attention to detail and deadlines required.
  • Strong organization and professional maturity.
  • Comfortable working in fast-paced, changing environment.
  • Possess strong work ethic, flexibility, optimism, creativity and personal motivation.
  • Ability to work independently and collaboratively with various team members.
  • Proficient in using Microsoft Office applications.

Minimum Qualifications:

  • Master’s Degree in Public Health or Business Administration or the equivalent combination of education and experience.
  • Minimum three (3) or more years of experience in performing listed tasks.
  • Must be able to successfully pass an NACI or T1 investigation.
