Summary:

Goldbelt Apex LLC is seeking a Deputy Program Manager for a five-year contract with the Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR). As part of the Office of Emergency Management (OEM), the Deputy Program Manager will serve as a direct report to the Program Manager and will be pivotal for managing and coordinating the agency’s continuous emergency preparedness and response activities, along with planning for, and responding to, incidents This role requires strong leadership abilities, project management expertise, and a deep understanding of consulting methodologies.

Responsibilities

Essential Job Functions:

  • Collaborate with the Program Manager to develop program plans, including scope, schedule, budget, and resource allocation, ensuring alignment with organizational objectives.
  • Serve as project lead of specific consulting assignments, to include leading a team of consultants or subject matter experts.
  • Apply practical experience and theoretical knowledge and expertise to solution development.
  • Ensure the accomplishment of project activities and objectives.
  • Provide a broad range of consulting services, including program planning, strategy development, program execution, evaluation, and policy development.
  • Utilize experience and expertise to contribute to the development of deliverables.
  • Leads or assists in discussions and meetings with the client or project team.
  • Perform a variety of tasks that require both practical and experience and theoretical, state-of-the-art, technical knowledge in specialty areas.

Qualifications

Necessary Skills and Knowledge:

  • Strong knowledge of program and project management methodologies (e.g., PMBOK, Agile, Scrum)
  • Exceptional leadership, communication, and interpersonal skills
  • Analytical and problem-solving abilities
  • Proficiency in project management software and tools
  • Change management and risk management expertise
  • Ability to work effectively in a dynamic and fast-paced environment
  • Proficiency with all MS Office products and Adobe Acrobat

Minimum Qualifications:

  • Master’s degree in Computer Science, Information Systems, Engineering, Business, Education, Management Sciences, Psychology, Human Resources Development/ Management, or other related discipline
  • Minimum 5+ years of progressive experience leading program management during steady state and disaster-response operations
  • Experience managing large, complex teams in federal agencies such as FEMA, ASPR, or State-level organizations
  • Experience in managing program budgets and financial reporting
  • Must be a US citizen
  • Ability to successfully pass a background check
  • The position is primarily remote, candidate must have the capability to travel to any disaster field office in the United States upon notification

Preferred Qualifications:

  • Project Management Professional (PMP) certification preferred
  • Experience in government contracting or related industries

 The salary for this position is $129,000.00-$178,000.00 annually.
