Summary:

Goldbelt APEX seeks a dynamic Program Manager to lead the Health Information Technology (IT) Modernization Program. This exciting opportunity offers a potential five-year contract to drive the extraction, transformation, loading, archiving, seeding, and provision of data for interoperability and analytics applications from both legacy and current electronic health record systems and associated interdependent health information technology applications and systems. This is a hybrid position. Primary places of performance will be at designated contractor facilities and HQ offices, or another site designated by HQ as needed.

Responsibilities

Essential Job Functions:

  • Planning, implementation, and execution of project tasks prescribed using the Enterprise Performance Life Cycle Framework (EPLC), as in multiple clinical data repositories (CDRs), data migration efforts, and the system life cycle of a suite of data management tools.
  • Align with Agency enterprise architecture and capital planning and investment control.
  • Ensuring that deadlines are met.
  • Coordinate workflow across simultaneous, ongoing tasks.
  • Ensure work is performed within the project’s allotted budget.
  • Conduct weekly progress and monthly status meetings to inform the COR, IHS Health IT Modernization Program Manager, and designated Federal Technical Leads of project status.
  • Provide documents to the client promptly.
  • Ensure that any government concerns are appropriately addressed promptly.
  • Provide a Quarterly Program Management Review to report the status of the deliverables in the performance work statement.
  • Provide technical support to conceptualize, design, develop, configure, document, review, integrate, test, deploy, and monitor 4DW applications.

Qualifications

Necessary Skills and Knowledge:

  • Proficiency with government-authorized Cloud Service Provider (CSP) solutions.
  • Excellent communication and interpersonal skills.

Minimum Qualifications:

  • Bachelor's degree or Graduate Degree in a related field.
  • Active PMI Project Management Professional (PMP) or Program Management Professional (PgMP) Certification
  • Five (5) or more years of experience providing government IT healthcare cloud solutions, including but not limited to Clinical Data Repository (CDR) and associated CDR management services, Data Migration Services, Cold Storage Archive Services, Vendor Neutral Archive Services, Enterprise Master Patient Index Services, and Clinical Data Viewer systems.
  • Experience Developing Quality Assurance and Quality Control Plans (QA/QCP)
  • Experience providing services related to analysis, design, evaluation, implementation, and testing of interactive computing systems for human use to include, but are not limited to, 508 compliance assessments
  • Experience with Risk Management Framework, evaluating technical threats, cost, and scheduled performance.
  • US Citizen (able to obtain SECRET if needed)

Preferred Qualifications:

  • Experience with Indian Health Services (IHS) clinical data structure and content and have worked on the Legacy IHS system Clinical applications.

The salary range for this position is $110,000 to $150,000 per year.
