Overview

Goldbelt Nighthawk, a SBA Certified Alaska Native Disadvantaged 8(a) Small Business, designs, develops, and implements comprehensive solutions for problem spaces including computer security, scalable architectures, advanced analytics, artificial intelligence, and network/datacenter operations. Specializing in incident response at the local and enterprise-wide levels as well as forensic analysis, our personnel deliver threat analysis and reporting while implementing solutions based on mature planning and development practices.

 

Summary:

The program offices deliver fully integrated personnel and pay services for all Army Components (Active, National Guard, and Reserve) which streamlines Army HR, enhances the efficiency and accuracy of Army personnel, and pay procedures, and supports soldiers and their families.

The Deputy Program Manager will serve as the Government’s secondary point-of-contact to the PM and provides technical supervision and guidance for all contractor personnel assigned to the contract. Will assist the PM with leading the IPPS-A Support Contract Team in providing best business practices to the IPPS-A program.  Will oversee contractual responsibilities and delivery of all contract deliverables in support of the PM.

Responsibilities

Essential Job Functions:

  • DoD Acquisition expert, think-skin, excellent communicator, and briefer
  • Will be part of the command staff and advisor on acquisition policy and procedures
  • Ensures an efficient, effective, and economical level of contract support, provides oversight of staff and support activities
  • Maintains contract costs; coordinates with the COR to fill vacancies with highly qualified candidates
  • Manages overall contract performance to include subcontract management, invoicing, and contract change proposals; and works closely with the customer to understand their needs and expectations to ensure customer satisfaction

Qualifications

Necessary Skills and Knowledge:

  • Working knowledge of Defense Acquisition Life Cycle Management
  • Familiarity with industry best practices and Government contract and subcontract management
  • Extensive experience in project management
  • Strong management and leadership skills
  • Outstanding communication skills - both written and oral
  • Proficient with Microsoft Office - Word, Excel, Power Point, and Outlook

Minimum Qualifications:

  • Bachelor's Degree in a related field 
  • Secret clearance
  • Minimum of eight years providing oversight of large, multi-functional project teams
  • Working knowledge and experience with Defense Acquisition Life Cycle Management
  • Agile Certification

Preferred Qualifications:

  • Master's Degree in a related field
  • Experience managing operations in a Defense IT systems development environment
  • Demonstrated ability to manage complex tasks under tight budget and time constraints
  • Project Management Professional certification or similar Agile certification
  • Recent experience in an Army program management office
  • Proficient with Microsoft Project
