Summary:

The Candidate shall provide logistical support in varying degrees detailed below as part of the PBPL team in Baltimore, MD and Norfolk, VA. This is an off site position. Two openings.

Responsibilities

Essential Job Functions:

  • The Contractors shall provide logistical support in varying degrees detailed below as part of the PBPL team in Baltimore, MD and Norfolk, VA.
  • The twenty key personnel shall have a working knowledge of engineering supply disciplines related to HM&E ship systems.
  • Maintain stock levels of Coast Guard peculiar items to achieve effective service-wide supply support and efficient utilization of appropriated funds.
  • Establish and procure new items in the supply system when required.
  • Make long-range (e.g. 5 years) forecasts of requirements.
  • Responsible for items, which are, Coast Guard mission essential and involve a variety of Federal Supply Groups and classes.
  • Manage stock levels by projecting stock/store/issue/repair quantities required on both a short-term and long-term basis using a variety of techniques and other considerations.
  • Short-term basis items are studied, analyzed, reviewed, managed, repaired or procured by utilization of various computer generated reports and other factors.
  • Long-term management includes knowledge of provisioning requirements, project programming, long-range requirements, new construction programs, operational requirements, extended deployments, and other unanticipated requirements by Coast Guard field units.
  • Manage restricted items based on critically, usage, and other factors. Develop procurement plans which consider various procurement factors, including total repair/procurement lead times, which may be up to 24 months and vary from one procurement to the next.
  • Analysis by incumbent of historical data and past performance of each vendor is required. 
  • Comply with procurement requirements/regulations, including the submission of required statements.
  • Initiate disposal action for Coast Guard peculiar material when the equipment has reached its support expiration date.
  • Review excess property lists from Coast Guard units and other government agencies for possible utilization of assets.
  • Contractor shall initiate the processing of the material return program to and from other government agencies for the purpose of interagency logistics utilization.
  • Ensure that excess documents are processed and material is transferred to DRMO. Serve as the focal point for the coordination of material support including reviewing, assigning and resolving Quality Deficiency Reports (QDR) and Supply Deficiency Reports (SDR). Monitor the status of funds to stay within authorized funding levels.
  • Analyze requirementsand prepare estimates of funds needed.
  • Provide data for use in the budget justification process.
  • Utilize SFLC computer applications (e.g. NESSS, NE-TIMS, FED LOG) and other tools necessary to perform item management.

Qualifications

Necessary Skills and Knowledge:

  • Be proficient in use of Microsoft Office computer programs; as a minimum, Word, Excel, PowerPoint and Outlook.

Minimum Qualification:

  • Bachelors Degree

Preferred Qualifications:

  • Working knowledge of engineering supply disciplines related to HM&E ship systems. Info Logistics Certifications APICS, DAU, SOLE
