Summary:

Goldbelt APEX is looking for a Deputy Program Manager to support research and operational health studies that have the goal of improving readiness, combat effectiveness, and soldier health. In support of the Surgeon General’s responsibility to conduct research and operational health studies that have the goal of improving readiness, combat effectiveness, and soldier health, the Statistics and Epidemiology Branch performs various analytics and large-scale epidemiologic research studies of health threats and of diverse clinical, laboratory, behavioral, and administrative approaches involved with managing these threats. The studies involve both infectious and non-infectious diseases and disorders with either acute, chronic, or recurrent course. A full range of epidemiologic methodologies and analytics are used in quantifying absolute and relative risk, identifying risk factors and trends, documenting natural history, validating medical readiness evaluation and measurement techniques, determining the validity, reliability, and overall accuracy of screening tests. Studies to support policy development, such as cost effectiveness and cost-benefit analyses, are also performed. Included in the Statistics and Epidemiology Branch is the Medical Standards Analytics and Research (MSAR), whose core mission is to support the Accession and Retention Medical Standards Working Group (ARMSWG) and Disability Advisory Council (DAC) under the Medical Personnel Executive Steering Committee (MEDPERS), by providing research evidence for revisions of the respective DoD Instructions: 6130.03 Medical Standards for Military Service, Volume 1: Appointment, Enlistment, or Induction, Volume 2: Retention, and 1332.38. Disability Evaluation System (DES). This requires receiving and analyzing data from multiple military data sources and presenting tables of data and other research results for subject matter experts using various presentation and publication formats.

Responsibilities

Essential Job Functions:



  • Importing data, creating, updating, and manipulating datasets.

  • Knowledge of and experience with database maintenance, accessing data via APIs and querying data using a variety of programming languages.

  • Reviews, analyzes, and documents data.

  • Implements transformations to clean source data, including the use of ETL software, scripting, and data science techniques.

  • Provides research and analysis of data sources in support of business requirements.

  • Creates and monitors data source replication, import, and ETL jobs.

  • Lead multidisciplinary teams in the responses to RFIs, development of methodologies, creation of interactive dashboards, generation of technical, scientific, and annual reports, and delivery of highly accurate publishable quality knowledge products.

  • Develop and maintain coding and data dictionary libraries, analytical data sets and data lineage, and otherwise implements data governance and management.

Qualifications

Necessary Skills and Knowledge:

  • Possesses expert level (recognized authority) proficiency and 8-year experience in independently performing and leading epidemiologic study design, analytics, database curation, development of analytical datasets, statistical analysis of military data to include accession medical disqualifications and waivers, personnel, healthcare and disability data using advanced SAS programing and modeling, utilizing macros, arrays and other automatic approaches for support of MSAR mission.
  • Demonstrated experience facilitating collaboration across multiple workstreams. Proficiency in written and oral communications.
  • Strong organizational skills (e.g., time management, communication, setting goals, delegation, working under pressure, self-motivation, analytical thinking, and attention to detail).
  • Strong proficiency in Microsoft Office applications, including Word, PowerPoint, Excel, and Outlook.
  • Working knowledge of remote/virtual meeting environments such as Zoom, Microsoft Teams, and WebEx.
  • Advanced analysis skills using Excel or a similar analytic tool, including the ability to perform conditional summations, data indexing and matching, data error identification and cleaning, conditional formatting, table referencing and lookups, data filtering, data visualization, and use of pivot tables.
  • Advance knowledge and use SAS, ETL, and APIs.
  • Demonstrates excellent writing skills via a list of peer reviewed scientific publications.

Minimum Qualification:

  • Master’s degree in Public Health
  • Minimum eight (8) years of postgraduate experience independently performing and leading analysis of military epidemiologic studies using SAS programming
  • Must be a U.S. citizen Clearance: NACI (ability to obtain)

 

The salary range for this position is $115,000/yr to $140,000/yr.
